NESAR operates as a self-sufficient supporting field unit, with all the skills and equipment necessary to provide search assistance to law enforcement and local authorities. We specialize in managing search operations, finding and aiding lost persons, and evacuating the injured — experienced in wilderness, urban, suburban, rural, high-angle, and disaster environments, in nighttime operations and harsh weather. NESAR is deployed only by authorizing authorities and does not charge for its services.

NESAR provides comprehensive incident management for all types of missing-persons cases throughout eastern and central Pennsylvania, western New Jersey, and beyond. Our volunteer professionals bring decades of experience and full NIMS training, leading operations or working alongside the search managers of other agencies. Every member carries portable radio comms with search command, and we maintain direct links with the Monroe County Emergency Operations Center and PEMA. Our mobile command post trailer runs the latest search-management and mapping software.
Ready for Any Terrain
Our wilderness expertise spans land navigation, survival skills, wilderness first aid, ground and grid search tactics, man-tracking, search theory, clue awareness, sign cutting, and remote rescue. NESAR specialists are also trained across technical disciplines — urban search-and-rescue, rope rescue, structural-collapse and confined-space rescue, ice rescue, and water search-and-rescue.
An Unmatched Sense of Smell
Dog teams hold a special place in SAR. Their keen scent, night vision, hearing, and endurance dramatically reduce search time and increase the chances the missing are found alive. NESAR K9 units are proficient in air scent, trailing, tracking, and water search, and in both live find and human remains detection — certified to meet or exceed NASAR and Pennsylvania Search and Rescue Council standards.
On the Water, in Any Conditions
NESAR water rescue technicians reach victims trapped by floodwaters, boating accidents, or those lost on the water. We operate our own rescue boat and off-road vehicles for rivers, creeks, and lakes, and we are fully equipped for floodwater emergencies — trained for boat- and shore-based swiftwater rescue and recovery, as well as surface-ice rescue.
A Resource When Disaster Strikes
In the event of natural or man-made disasters, NESAR serves as a supporting resource to local, state, and federal authorities — working in cooperation with the Pennsylvania Search and Rescue Council, PEMA, and mutual-aid partners to conduct safe, efficient operations.
